"EditorApplication" and "EditorWindow" Update are not called when a Modal window is visible
Reproduction steps:
1. Open the attached “BugRepro” project
2. Open the Modal Window (Test > Modal Window)
3. Observe the values inside the window
Expected result: All 3 values (Window update, Editor Application update and Scheduler) are updating
Actual result: Only 1 value (Scheduler) is updating
Reproducible with: 2021.3.40f1, 2022.3.36f1, 6000.0.9f1
Reproducible on: Windows 10
Not reproducible on: Ubuntu 24.04, macOS 14.5

Resolution Note:
We have reproduced this issue but unfortunately cannot fix it at this time as the risk of regressions is too great.
