Editor temporarily freezes and frame rendering locks when performing many Jobs

Reproduction steps:
1. Open the attached project "NavMeshSlow"
2. Enter Play mode
3. Select "ChunkBuilder" in the Hierarchy
4. Click "Build NavMesh" in the Inspector

Expected result: The sphere keeps moving
Actual result: The Editor freezes for 1-2 seconds, the sphere isn't moving at that time

Reproducible with: 2021.3.22f1, 2022.2.12f1, 2023.1.0b9, 2023.2.0a9
Could not test with: 2020.3.46f1 (Script compilation errors)

Reproducible on: macOS 13.2.1 (Intel), Windows 10 (user's)

Unfortunately, after careful consideration we will not be addressing your issue at this time, as we are currently committed to resolving other higher-priority issues. Our priority levels are determined by factors such as the severity and frequency of an issue and the number of users affected by it.
    With our recent delivery of the AI Navigation package, our focus is now on ensuring compatibility with the new animation system. However, we know each case is different, so do please continue to log any issues you find, as well as provide general feedback on our roadmap page to help us prioritize.

    The issue is addressed and circumvented by using the recommended workflows in the Navigation package.

    So we're just supposed to accept that your own NavMesh tooling freezes your entire pipeline? And that's not a priority issue? For the package that you're saying is the new focus? If its the focus, how is this system breaking the entire engine not an important issue?
