[WinEditor] Splash Screen cannot be moved during launch and remains after Editor starts up

Steps to reproduce:

  1. Create a new Project and immediately close the Splash Screen
  2. Create a new Project
  3. Try and drag the Splash Screen by it's center

Actual results: Splash cannot be dragged by it's center when creating a new Project, or it cannot be moved at all. It will remain after launch after doing this but can be closed without issue.

Expected results: Splash screen does not remain after the Editor launched and can be dragged when Project is starting up

Reproducible with versions: 6000.4.1f1

Cannot test with versions: 6000.0.71f1, 6000.3.12f1, 6000.4.0f1, 6000.5.0b1, 6000.6.0a1 (Issue does not consistently reproduce, could not reproduce on other streams)

Tested on (OS): Windows 11
