[Editor] Scene View is not adhering to the last mode it was left in when upgrading the project
Reproduction steps:
1. Open the attached project "RepoProject.zip"
2. Set the Scene view to 2D
3. Upgrade the project to 2021.2, 2022.1 or 2022.2 streams
4. Open the project and check the Scene view mode
Expected results: Scene View adheres to the last mode it was left in after upgrading the project
Actual results: Scene View is not adhering to the last mode it was left in after upgrading the project
Reproduces on: 2021.2.15f1, 2022.1.0b14
Does not reproduce on: 2019.4.36f1, 2020.3.32f1, 2022.2.0a9
Notes:
-Issue does not reproduce when upgrading the project from 2019.4 to 2020.3
-Issue only reproduces when upgrading the project to 2021.2 and 2022.1 streams
