Editor performance drops significantly when resizing tabs on Vulkan API
How to reproduce:
1. Create a new project
2. Change Graphics API to Vulkan (Edit -> Project Settings... -> Player -> Other Settings -> Graphics API)
3. Attempt to resize tabs
Expected result: Performance does not drop noticeably
Actual result: Editor lags significantly
Reproducible: 2018.3.0a4, 2018.4.2f1, 2019.1.5f1, 2019.2.0b5, 2019.3.0a5
Not reproducible: 2017.4.28f1, 2018.3.0a1, 2018.3.0a3
