Editor layout becomes completely black when resizing Texture2D.whiteTexture
To reproduce:
1. Open attached project ("case_1180843.zip")
2. Open "SampleScene" scene and press Play
3. Observe Editor layout
Expected result: Editor layout is unaffected
Actual result: Editor layout becomes completely black
Reproduced in: 2019.3.0a3, 2019.3.0b2, 2020.1.0a3
Not reproducible in: 2017.4.32f1, 2018.4.8f1, 2019.2.4f1, 2019.3.0a2
Note: Restarting the project resets the layout to the default color

Resolution Note:
It is by design and is caused due to the fact that Editor UI uses the build-in textures (white, black, ...) and after resizing them, texture pixels become undefined (https://docs.unity3d.com/ScriptReference/Texture2D.Resize.html).
