Editor hitches on Application.Message.MouseMove when using Mouse3 to move view in the window
How to reproduce:
1. Open attached project ("dragrepro.zip")
2. Open the scene - SampleScene
3. Open the Profiler, enable Deep Profiling, set profiler to Editor
4. Using the Mouse3 button, drag around the Scene View
Expected result: Scene View does not lag, frame time under 30 ms
Actual result: Scene View starts lagging extremely, frame time goes up to 180 ms
Reproducible with - 2020.1.0b13, 2020.1.12f1
Not reproducible with - 2018.4.28f1, 2019.4.13f1, 2020.1.0b12, 2020.2.0a1, 2020.2.0b10, 2021.1.0a3
Note: Also tested Animator Window. It reveals the same story.

Happens in 2021.3.2 when I drag a prefab into Hierarchy (of a different open prefab)
