Editor gets stuck in import loop when creating an Asset during InitializeOnLoad with Entities package installed
How to reproduce:
1. Open the attached project (entities-initializeonload-bug.zip)
2. Open the Package Manager window
3. Import the Entities package (add 'com.unity.entities' as git URL)
Expected result: the Entities package is imported to the project
Actual result: the Editor gets stuck in an import loop and the project is no longer usable
Reproducible with: 0.2.0-preview.18, 0.11.2-preview.1 (2019.4.22f1), 0.17.0-preview.41 (2020.3.1f1, 2021.1.0b12, 2021.2.0a10)
Not reproducible with: 0.0.12-preview.24 (2018.4.32f1), 0.1.1-preview (2019.4.22f1)
