[Windows] Editor doesn't remember the maximized position after reopening the project
How to reproduce:
1. Create a new project
2. Maximize the Editor window
3. Reopen the project
4. Observe the Editor window
Expected result: The Editor opens maximized
Actual result: The Editor opens not maximized
Reproducible with: 2022.2.2f1, 2023.1.0a25
Not reproducible with: 2020.3.42f1, 2021.3.16f1, 2022.1.24f1, 2022.2.1f1, 2023.1.0a24
Reproducible on: Windows 11 Pro
