Editor does not change Editor Theme when compilation errors are present
How to reproduce:
1. Create a new project
2. Create script with compilation error
3. Go to main menu Unity=>Preferences=>General=>Editor Theme
4. Change Editor Theme
Expected result: Editor changes theme
Actual result: Editor does not change theme
Note:
- Editor changes Themes normally when no compilation errors are present
- Editor changes Theme when restarted or when compilation errors are solved
- Some UI elements change their coloring to the appropriate theme
Reproducible on: 2018.4.26f1, 2019.3.16f1, 2019.4.2f1, 2020.1.b14, 2020.2.0a20

Resolution Note (2020.2.9f1):
When switching Skin we need to reload all used assemblies (semi domain reload). Since the project has errors (is not properly compiled) this cannot happen, which prevents the theme switching from happening. User will need to either restart Unity or to fix compilation in order to apply them change.
