[Vulkan] Crash on changing Windows Graphics API to OpenGLCore.
Crash on changing Graphics API from D2D11 => D3D12 => Vulkan => OpenGLCore.
Steps to repro:
1. Create a new Project.
2. File > Build Settings > Player Settings.
3. Other Settings > Uncheck "Auto-Graphics API for Window" checkbox.
4. Add Direct3D12 > move to the top of the list > Apply.
5. Add Vulkan > move to the top of the list > Apply.
6. Add OpenGLCore > move to the top of the list > Apply.
Actual Result:
Editor Crashes.
Expected Result:
Graphics APIs for Windows is set to OpenGLCore.

2019.1.a12, 2018.3.0f2 (49866f0a5d12).
Environment:
Occurs only on Windows.
