Editor buttons and text are not wrapped when the windows are small
How to reproduce:
1. Create a new Unity project
2. Resize the Scene View window to make it narrow
3. Observe the toolbar
Expected result: All the buttons are wrapped or stacked because there is no space to have all buttons in one line
Actual result: The buttons are disappearing the smaller window becomes and can’t be accessed until the window is bigger
Reproducible with: 2021.3.28f1, 2022.3.5f1, 2023.1.4f1, 2023.2.0a23
Reproducible on: Windows 11 Pro
Note: Affects all windows in the Editor and text and buttons in it
