[ECS] Shaders are included for each asset bundle when bundles contain SubScenes
How to reproduce:
1. Open the user's attached project ("ECSBugReport.zip")
2. Build the project using "Assets/ECSBugReport/BuildSettings/Build_Windows64.buildsettings"
3. Inspect the contents of both bundles inside "[Project Root]/Builds/Build_Windows64/ECSBugReport_Data/StreamingAssets/SubScenes"
Expected results: No duplicate shaders are included in bundles
Actual results: Both bundles have the same shaders included in them
Reproducible with: 2019.3.3f1, 2020.1.0a24
Couldn't test with: 2017.4, 2018.4 (required minimal package version not supported)
Reproducible with package versions: 0.3.0.preview.4, 0.6.0.preview.24
