[ECS] GC Alloc is generated every frame in Play Mode when a SubScene is active in the current Scene
How to reproduce:
1. Open attached project "SubSceneAlloc.zip" and scene "SampleScene"
2. Enter Play Mode
3. In Profiler Window, click on any timeline frame
4. Observe GCAlloc for "Default World Unity.Scenes.SceneSectionStreamingSystem" and "Default World Unity.Scenes.SceneSystem"
Expected result: GC Alloc does not occur every frame
Actual result: GC Alloc occurs every frame
Reproducible with: 2019.3.2f1, 2020.1.0a24
Could not test with: 2017.4.36f1, 2018.4.17f1 (no entities SubScene support)
Reproducible with package versions: 0.1.0, 0.6.0-preview.24
Note:
The issue does not reproduce when every SubScene in the active Scene is disabled
