[ECS] Cameras that are enabled before entering Play Mode do not display GPU-instanced objects
How to reproduce:
1. Open attached project "fg-ecs.zip"
2. Open 'World' scene (10101 Software > World Engine > Scenes)
3. Enter play mode
Expected result: Stars are rendered
Actual result: Nothing is rendered
Reproducible with - 2019.1.0b7, 2019.2.0a8
Package reproducible with - preview.26 - 0.0.12, preview.29 - 0.0.12
Notes:
1) Could not test with earlier ECS versions because of Editor errors
2) Could not test with 2017.4 and 2018.3 because of Editor errors
