We see this issue with Unity 4.5.1f3 for Samsung Note 10.1 2014 with Exynos chipset (3G) running Android 4.3. The same devices upgraded to 4.4.2 does not have the issue any longer.
We also have the same issue on Samsung Note 10.1 2014 with Snapdragon chipset (LTE) running Android 4.3. So far there is no higher android version available for this device.

We just revisited this with a build using Unity 4.5.2. The Korean language is now showing on my HTC One phone, but Hebrew is not showing at all.

We have reproed this bug and have to say it's not Unity's problem but drives for certain QCOMM SoC and only(!) for Korean version of Android, i.e. driver bug. As for Korean+Hebrew on HTC One, definitely it is completely another case, so please file a bug on it with all details and we'll give it a look :)

We've experienced this as well with one of our products. We had to disable Korean and Hebrew from our Android release because of it. We've tested this on the Google Nexus and HTC One phones.
