[DX12] Changing graphics API to DX12 has no effect
Steps to reproduce (or watch attached gif):
1. Create a new Unity project
2. Open "Edit/Project Settings/Player"
3. Uncheck "Auto Graphics API for Windows" and add D3D12 (Experimental)
4. Drag it to the top and hit "Apply"
Result: recompilation happens, however graphics API remains the same as before
Workaround: run Unity with -force-d3d12 argument
Reproducible with: 5.3.1f1, 5.4.2p4, 5.5.0b11, 5.6.0a2
Tested on Windows 10 machine.
