[DX12] Build freezes when changing from fullscreen exclusive to fullscreen borderless and Canvas is set to Screen Space - Camera
Reproduction steps:
1. Open the attached project ("1290288Repro.zip")
2. Build and Run the project
3. Press "F" button on the keyboard
Expected result: Fullscreen mode changes and build does not freeze
Actual result: Build freezes
Reproducible with: 2019.4.14f1, 2020.1.13f1, 2020.2.0b11, 2021.1.0a5
Could not test with: 2018.4.28f1 (TMPro namespace not available)

I've tried to workaround this issue by temporarily setting canvas to overlay mode but bug is still happening. Somehow it makes freezes occur a bit less - I have to switch fullscreen ~15 times instead of ~3.
