Duplicate invocations when Enabling InputActions during handling an input action
How to reproduce:
1. Download and open the attached "FairyTaleDefender" project
2. Open the "Level_1" scene
3. Enter Play mode
4. In the Game view, press the tower button at the bottom left corner
5. Place the tower anywhere
6. Observe the Console window
Expected outcome: "Invoking click!" message appears once
Actual outcome: "Invoking click!" message appears several times
Reproducible with: Input System 1.6.1 (2021.3.26f1, 2022.2.21f1, 2022.3.0f1, 2023.1.0b19, 2023.2.0a17)
