Downloading data without internet connection via UnityWebRequest using preallocated buffers allocates GC memory
To reproduce:
1. Build project attached by the user with the main.scene as a starting scene.
2. Run with Xcode debugging make sure that device has no internet connection(wi-fi and cellular data is off)
3. Go to debug navigator view in Xcode
4. Press Start downloads with preallocated buffer button a few times and observe the memory usage in Xcode
5. Press GC.Collect button and observe memory usage reaction to GC.Collect calls
Expected: Memory shouldn't be allocated on every request (after creating preallocated buffers and expanding heap).
Reproduced with: 5.6.2p4, 2017.1.1p3, 2017.2.0f1, 2017.3.0b1
Device: iPhone 5s iOS 9.3.3
