.NET serialization values are always set to null in .NET 4.x Equivalent
How to reproduce:
1. Open given Unity project
2. Make sure that the Scripting Runtime Version in the project settings is set to .NET 4.x Equivalent
3. Run all the tests
4. Notice that tests fail because of null value
5. Set Scripting Runtime Version in the project settings to .NET 3.5 Equivalent
6. Run all the tests
7. Tests succeded
Expected result: In both Runtime Versions result should be the same
Actual result: Tests fail in 4.x but works in 3.5 versions

Reproducible with: 2018.3.0a1, 2018.2.0b4, 2018.1.2f1, 2017.4.3f1, 2017.3.2f1, 2017.2.2p2, 2017.1.4f1
