Docked Package Manager window UI gets offset and overlaps after switching tabs
How to reproduce:
1. Create a new Unity project
2. Add a Package Manager window and dock it next to some other windows
3. Switch between the docked tabs(for example, from Package Manager to Project and back to Package Manager)
Expected result: Package Manager window display is consistent and doesn't change after switching tabs
Actual result: Package Manager UI buttons are offset and overlap each other(Advanced, Update, Remove)
Reproducible with: 2019.1.0a12
Not reproducible with: 2017.4.18f1, 2018.3.1f1, 2019.1.0a11, 2019.1.0a13
