[DirectX] EncodeFloatRGBA and DecodeFloatRGBA rendered value is 0
Reproduction steps(GIF attached):
1. Open attached project.
2. Go to "Edit > Project Settings > Player" and set Graphics API to DirectX.
3. Play the "Test Scene".
4. Notice that the ground is black.
5. Set Graphics API to OpenGLES2.
6. Play the scene.
7. Notice that the ground is grey.
Notes:
* Couldn't reproduce this issue with OpenGLES3 and OpenGLCore on my machine(GeForce 750TI).
* Reproduced by user with OpenGLCore(GeForce 980).
* Not reproducible on OSX.
