Resolution Note:
When a light is marked as Not Important, it will be immediately converted to a SH light. The resulting artifact would just be the typical SH ringing. Since the directional light in the provided scene is using a really high intensity value, some ringing is expected.
One way to mitigate this problem would be to set the directional light to either Mixed or Baked mode, and then rely on light probes to dering the affected dynamic objects.
