DependsOnArtifact gets stuck in an infinite loop when depending on a custom ArtifactKey using our own guid
How to reproduce:
1. Open the user's attached project
2. In the Project window right-click on the 'aa.cook' Asset and select 'Reimport'
Expected result: The Asset gets imported once with the expected dependency set or at least the Editor doesn't get stuck in the import loop
Actual result: The Editor gets stuck in an infinite import loop
Reproducible with: 2020.2.7f1, 2020.3.8f1, 2021.1.7f1, 2021.2.0a17
Cannot test with: 2018.4.35f1, 2019.4.26f1 (due to script errors)

Resolution Note:
Currently not supported to use non-primary artifacts in primary importers. Shouldn't go to inf. loop but we will fix this by supporting the use case. Adding to jira backlog.
