Delete Empty Changeset option should be disabled for non-empty changesets
With a P4 project, save a changeset containing one or more files in the Outgoing changes. Right click on it and notice the Delete Empty Changeset option is enabled and clicking on it doesn't do anything. The option should be disabled if the changeset is not empty.
