DeclareDepthTexture.hlsl is different between Unity versions when they are using the same URP version
How to reproduce:
1. Create and open a new URP project
2. Open Packages/Universal RP/Shader Library/DeclareDepthTexture.hlsl
Expected results: "_CameraDepthTexture_TexelSize" is not declared in "DeclareDepthTexture.hlsl"
Actual results: "_CameraDepthTexture_TexelSize" is declared
Reproducible with: 2022.3.21f1, 2022.3.22f1, 2023.2.15f1, 6000.0.0b12
Not reproducible with: 2021.3.36f1, 2022.3.20f1
Reproducible on: Windows 10 22H2
Not reproducible on: No other environment tested
