Decals render pink when building Addressables outside the project
Reproduction steps:
1. Open the attached “addressables-builder-sample” project
2. Run the Addressables build (Build > Build All Packages - Standalone (VR, Win64))
3. Open the attached “designer-sample” project
4. Open the Addressables Groups window (Window > Asset Management > Addressables > Groups)
5. Select all groups except the “Designer-Brand” group
6. Set “Include in Build” option to checked and “Build & Load Paths” to “Local” in the Inspector window
7. Select the “Designer-Brand” group
8. Set “Include in Build” option to unchecked
9. Make new Addressables build by pressing Build > New Build > Default Build Script in the Addressables Groups window
10. Copy the “designer-brand” folder from “addressables-builder-sample/Build/StandaloneWindows64/” to “designer-sample/Library/com.unity.addressables/aa/Windows” directory
11. Copy the “additional-catalogs.json” file from “unit_decals_error/shd_project/” to “designer-sample/Library/com.unity.addressables/aa/Windows” directory
12. Set the “Play Mode Script” to “Use Existing Build (Windows)” in the Addressables Groups window
13. Open the “Packages/Saltoki Home Designer Core/Runtime/Scenes/Frontend” Scene
14. Enter the Play Mode
15. Observe the Scene View
Actual result: Decals are rendered with pink textures
Expected result: Decals are properly rendered with textures
Reproducible with: 2.7.6 (6000.0.64f1)
Couldn’t test with: 6000.3.2f1, 6000.4.0b1, 6000.5.0a3 - Too many project related errors
Reproducible on: Windows 11
Not reproducible on: No other environments tested

Thank you for reporting a bug to Unity.
After reviewing the behavior, we've confirmed it aligns with the current design and intended use of the feature. We understand this may differ from your expectations or workflow.
We will close this case as 'As Designed.' If you have feedback on how the feature could better meet your needs, please let us know - we value your input and consider it in future improvements.
The issue is due to the "addressables-builder-sample" project not having the Decal feature enabled on its renderer (URP_RPA_Renderer). The shader (S_Decal_Shadow) referenced by the loaded prefab (Stillo_AccesorioBanio_JaboneraRectangular_Pequena) will not be built correctly. Additionally the shader uses the DBufferProjector pass, but in the "designer-sample" project the renderer (URD_Quality) has the Decal > Technique set to Screen Space instead. Consider upgrading the projects to Addressables 2.8.1 which includes a fix where decal feature changes will affect incremental builds. https://issuetracker.unity3d.com/product/unity/issues/guid/ADDR-4061
