[D3D12] Large performance losses when invoking dynamic vertex buffer updates
Steps to reproduce:
1. Open Supplied project
2. Open and run the Sample Scene with DX11
3. In the Profiler window, notice the CPU rendering usage is around 0.1x ~ 0.2x ms
3. Run the Scene with DX12
Expected: the performance is largely the same
Actual: the performance is a lot slower
Reproduced in: 2019.3.0f3, 2020.1.0a17
Not reproduced in: Could not run in any earlier versions: 2017.4.35f1, 2018.4.15f1, 2019.2.17f1
