Cyrillic/UTF Characters do not show up in WebGL builds
Steps to reproduce:
1. Download and import attached project. "repro_case_747921-font_test.zip"
2. Select "main" scene.
3. Play in the editor
4. Notice that English and Russian text is visible on screen.
5. Build and run.
6. Notice that only English text is visible
Expected result: Russian text should be visible in browser. (WebGl02_Font.png)
Actual result: Russian text is not visible. (WebGl01_Font.png)
Reproducible on: 5.4.0a4, 5.3.0f3, 5.3.0f1
Also, reproduced on: Google Chrome, MS Edge, Mozilla Firefox.

What is happening with this issue? Is there some workaround for it?
