Custom Render Queue is not updated when switching material shader to a HDRP shader
Repro steps:
1. Open user attached project "RenderQueue" and scene "SampleScene"
2. In the Hierarchy, select "Sphere" game object
3. In the Inspector window, change the attached Material's Shader to HDRP/Lit
Expected result: Custom Render Queue value is updated and the sphere appears with the new shader
Actual result: Custom Render Queue value is unchanged and the sphere becomes invisible
Reproducible with: 2019.3.0b1, 2019.3.0b6, 2020.1.0a8
Not reproducible with: 2018.4.11f1, 2019.2.8f1, 2019.3.0a12
Could not test with: 2017.4.33f1 (no Package Manager)
Reproducible with package versions: 7.0.1, 7.1.2
Not reproducible with package versions: 4.1.0-preview, 6.9.1
Note: HDRP Autodesk Interactive and AxF Render Queue values are updated to -1
