Custom packages are not importing into Unity
Reproduction steps:
1. Open user-submitted project
2. Navigate to Assets -> Import Package -> Custom Package...
3. Import any custom package
Expected result: after the Preparing Package dialog window disappears Import Unity Package window appears
Actual result: Preparing package dialog appears, then disappears and nothing happens
Reproducible with: 2019.4.32f1, 2020.3.21f1, 2021.1.27f1, 2021.2.0a4
Not reproducible with: 2021.2.0a5 , 2021.2.0b17, 2022.1.0a13
Could not test with: 2021.2.0a3 (Unity crashes when opening project)
Note: After importing a package into a project with unity version > 2021.2.0a5 and downgrading a project to a lower version the bug does not reproduce
