Custom InputDevice not sending input when GameView is not focussed

How to reproduce:
1. Open user-submitted project
2. Press on Game Window
3. Move your 3DConnexion Space Navigator device
4. Inspect Events in SpaceNavigatorHID window
5. Press on Scene View
6. Move your 3DConnexion Space Navigator device
7. Inspect Events in SpaceNavigatorHID window

Expected result: Events are registered with both Game and Scene view focused
Actual result: Events are registered only with the Game view focused

Reproducible with: 2020.3.15f2, 2020.3.16f1, 2021.2.0b3 (Reported by user)
Not reproducible with: 2020.3.8f1 (Reported by user)
Could not test with: 2019.4.31f1, 2020.3.20f1, 2021.1.24f1, 2021.2.0b14, 2022.1.0a11 (Don't have needed device for local reproduction)

    Can no longer preproduce the issue using latest Unity & Input System.
