Custom decal is not built when using the "-nographics" command line
How to reproduce:
1. Delete the Library folder of the attached user project “URPDecalsWindows.zip“
2. Build the project in batch mode with the “-nographics“ command line
3. Run the built player
Expected result: Decal is white
Actual result: Decal is pink
Reproducible with: 2020.3.42f1, 2021.3.14f1, 2022.1.23f1
Can’t test with: 2022.2.0f1, 2023.1.0a20 (Screen is black in Builds)
Reproduced on: Windows 10 (19044.2251)
