CURL errors in Development Builds cannot be disabled, and spam the Console when Offline
Reproduction steps:
1. Open user attached Project
2. Disconnect from the Internet
3. Build and Run a Dev build
Expected result: There are no Console Errors
Actual result: There are Curl Errors
Reproducible with: 2019.4.24f1, 2020.3.5f1, 2021.1.5f1, 2021.2.0a15
