Ctrl+B fails to open the Build menu when the Services tab is opened
Steps to reproduce:
1. Open any new project
2. Open Services window
3. Press Ctrl+B to open the Build window
Expected: the Build window opens
Actual: the Build window doesn't open
Reproduced in: 2018.4.0f1, 2018.4.15f1, 2019.2.17f1, 2019.3.0f3, 2020.1.0a12
Not reproduced in: 2017.4.35f1
Note: It seems that the new style of Services window which was introduced in 2020.1.0a13 does not have this issue.
