Crash on XRInputSubsystem::TrySetTrackingOriginMode when starting XRGeneralSettings.Manager.InitializeLoader() Coroutine
How to reproduce:
1. Open attached project "Case_1236259" and load scene "SampleScene"
2. Enter Play Mode
Reproducible with: 0.0.6-preview, 0.9.4-preview (2019.3.16f1, 2019.4.0f1, 2020.1.0b11, 2020.2.0a13)
Could not test with: 2018.4.23f1 (No XR Interaction Toolkit package)

Resolution Note:
Valve now own the OpenVR XR Plugin, and we've forwarded the details of this bug over to them. Please consult them for a related fix. This also only occurs when no HMD is present. So a workaround is to ensure the HMD is connected.
