Crash on UnityEditor.AssetDatabase:StopAssetEditing when removing HDRP Package after having imported Water Samples
*Steps to reproduce:*
1. Create an HDRP Project
2. Import the Water Samples Project from the Package Manager for HDRP
3. Remove the HDRP Package
4. If it doesn't immediately crash, close the Editor
*Reproducible with versions:* 2023.3.0b4, 6000.0.0b15
*Not reproducible with:* 2021.3.37f1, 2022.3.25f1, 2023.2.18f1, 2023.3.0b3
