Crash on ShaderCompilation::TransientData::StripPasses when building a project with specific Graphics Settings

How to reproduce:
1. Open the attached “IN-134092” project
2. Navigate to File > Build and Run
3. Observe the crash

Reproducible with: 6000.3.0a1, 6000.3.9f1, 6000.4.0b9, 6000.5.0a7
Could not test with: 6000.0.68f1, 6000.2.0b2 (d4c40f50eb81) (build failed but did not crash)

Reproduced on: Windows 10 (user reported), Windows 11
Not reproduced on: No other environment tested

Notes:
- The crash does not occur when entering Play mode for any scene
- The crash will occur in a fresh project with the graphicssettings.asset transferred to it
