Could not open XBoxOne.hlsl shader when Experimental shader preprocessor is enabled
How to reproduce:
1. Create a new URP project
2. Enable Caching Preprocessor (Project Settings -> Editor -> Caching Preprocessor (experimental))
3. Reimport Blit shader (Packages/Universal RP/Shaders/Utils/Blit)
Expected result: No errors thrown
Actual result: "XBoxOne.hlsl" shader error is thrown (Could not open)
Reproducible with: 2020.1.0a18, 2020.1.0b5
Could not test with: All versions up to 2020.1.0a17 (Feature was not released)
