[MSBUG][UWP] Project with non-english name fails to build with .NET Native enabled
Reproducible on 5.2, 5.3.4, 5.4.0.
Repro steps:
1. Create a new project in Unity named "テスト".
2. Switch to WSA Universal 10 platform. In Player Settings set .NET backend.
3. Build to selected platform.
4. In exported project properties enable .NET Native.
5. Build and observe the build failing with "error APPX0703: Manifest references file 'テスト.dll' which is not part of the payload.".
Workaround: rename your project in project settings to not contain unicode characters.
