Missing compute kernel or bad constant buffer bindings not throwing warnings
How to reproduce:
- Open the attached project "New Unity Project.zip"
- Enter Play Mode
Expected results: "10" and "20" are shown in the Console window
Actual results: "0" and "0" are shown in the Console window
Reproducible with: 2020.3.45f1, 2021.3.18f1, 2022.2.7f1, 2023.1.0b4, 2023.2.0a2

This bug case was previously left open so that we would remember to fix the error reporting and API input validation flaws revealed by the bug case. I'm closing this bug now as we've got dedicated ticket for the task so it won't be buried in the bug pile.
