'Confined' cursor lockstate has incorrect behaviour when set right after 'Locked' cursor lockstate
Steps to reproduce:
1. Open User-supplied project
2. Open and run the Sample Scene
3. Press "1" and then "2" on the top row of numbers on your keyboard
Expected: you are able to move the cursor in the confines of the Game view
Actual: the cursor is locked to the center of the screen
Reproduced in: 2017.4.35f1, 2018.4.15f1, 2019.2.17f1, 2019.3.0f3, 2020.1.0a4
Not reproduced in: 2020.1.0a5, 2020.1.0a17
