Configuration window banner ignores image transparency
How to reproduce:
1. Open attached project
2. Build to Standalone and run
- Note that the entire banner appears to be coloured in, even though it should be transparent in the middle
- Reproduced in Version 5.4.0b22 (533e922bc488), Version 5.3.5p5 (2fb591d65635)
- Blocked from testing 5.2
