Configurable Joint Angular Motion options behave as if they are set to Free when closing and opening a project
How to reproduce:
1. Open attached project "Case_1119471_repro.zip"
2. Open "SampleScene" scene
3. Enter Play mode
Expected result: "Lever" GameObject does not rotate on Y and Z axes
Actual result: "Lever" GameObject rotates on Y and Z axes
Reproducible with - 2017.4.19f1, 2018.3.3f1, 2019.1.0b1, 2019.1.0a2
Notes:
1) If re-creating Configurable Joint while in Play mode, it does not fix the behavior
2) Configurable Joint behaves correctly after it was just created or in other words - before the project is closed and reopened again

Any hopes on an update on this? This is completely gamebreaking for us, and will be for others who use joints as well.

Resolution Note:
The drive attracting the lever towards the hand is actually too strong, as strong as it's actually stronger than the rotational constraint itself. I'd suggest to limit the max force the hand can apply by the drive. After doing that, the setup behaves just fine.
