Component with hideFlags set to HideInInspector remains hidden when the referenced Script is removed
To reproduce:
1. Open attached project ("case_1250355.zip")
2. Attach a "Hidden" Script to a "Test" Game Object
3. Notice that the "Hidden" Component is not visible in the Inspector window
4. Delete the "Hidden" Script
Expected result: Component with a missing MonoBehaviour should be visible in the Inspector window
Actual result: Component remains hidden
Reproducible in: 2018.4.23f1, 2019.3.15f1, 2020.1.0b10, 2020.2.0a12
Note: When entering the Play mode missing referenced Script warnings are thrown, without a way to see the actual Component
