Component reorder area is much narrower in Unity 2019 compared to earlier versions
How to reproduce:
1. Create a new project
2. In the Hierarchy Window create a new empty object and add some components to it
3. Attempt to change the order of components (notice how narrow the area is)
Expected result: the component reorder area is fairly lenient and does not require the mouse to be pixel perfect on to the component's edge
Actual result: the component reorder area is a lot narrower than before and requires a lot more precision to reorder components
Reproduced in: 2019.3.0a5, 2019.3.0a1, 2019.2.0b5, 2019.2.0a1 2019.1.6f1, 2019.1.0a1 2018.4.2f1, 2018.3.0a1
Not reproducible in: 2017.4.28f1 (the reordering area is a lot wider in these versions)
