Component Add popup menu appears on a different inspector when pressing CTRL + Shift + A on an imported prefab
Steps to reproduce:
1. Open the “1926520_Component_AddMenu_Repro.zip” project
2. Select the “FBX” prefab in “Assets/Prefab”
3. In the inspector press CTRL + Shift + A to open the Add Component popup menu
4. Select the “EditablePrefab” in “Assets/Prefab”
5. Observe the Inspector Window of “EditablePrefab”
Expected result: The inspector doesn’t have the Add Component popup menu
Actual result: The Add Component popup menu is active in the “EditablePrefab” Inspector Window
Reproducible in: 2021.3.42f1, 2022.3.43f1, 6000.0.15f1
Reproducible on: Windows 11
Not reproducible on: No other environment tested
