[CommandBuffer] No shadows are cast via DrawProcedural unless there is a shadow caster in the scene
Steps to reproduce:
1. Open attached project
2. Open scene "SkinnedMeshInstanceTests" and run it
3. Notice that there are no shadows cast on the ground plane
4. While still in play mode, select "Plane" gameobject located in hierarchy
5. Set "Cast Shadows" to on and notice that shadows are cast on the plane
Not reproducible: 5.2.4f1, 5.3.0a4
