CommandBuffer is not executed for the right eye when StereoCamera is attached
How to reproduce:
1. Open attached Unity project "Unity-bug-Shadowmap.zip"
2. Load scene "test"
3. Enter the Play mode
Expected result: Triangles are visible on the both eyes.
Actual result: Triangle is visible only on the left eye.
Workaround: Add second camera. For each camera set different target eyes: left and right.
Reproducible with: 2018.1.0a5, 2017.3.0b11, 2017.2.0p3, 2017.1.2p3, 5.6.4p3.
Note: This is visible in the Shadowmap. See Light "CommandBuffer Bug.png" (attached by user).

This bug happens in single pass INSTANCED stereo for me. Multi pass and regular stereo single work fine.

Resolution Note (2018.1.X):
This is intentional. As previously stated the shadow map is only rendered once, so light events related to it will only happen once per frame. Therefore a separate camera should be used to fulfill your needs.
